That may be.  It may also be why this or that
package exists, which users can _optionally_
use, and which might define any (or all!) of
the remaining keys that Emacs doesn't bind
by default.

Using Doom or such a package is a user _choice_.
Emacs doesn't, and it shouldn't, make such a
choice (regarding default behavior) for users.

If you want to do more than just let each user
decide whether to bind these new commands, and
if so, to which keys, then just provide users a
little package/mode that binds them.  Don't try
to make Emacs itself impose such behavior by
default.  Not till a lot of time and experience
have shown what users actually think/do/want.

Emacs is alive and well, and changing (quicker
than ever).

Don't confuse how you want Emacs to change
immediately with how Emacs should change now.

I'd hope that even the use of windmove (a good
addition to Emacs) would be _optional_.  If
the question is to not only add windmove now
but make its use mandatory, then we're really
heading down the wrong path - precipitously.

I doubt that's the case.  At least I hope it's
not
