With the exception of Elpher and Helm, I have added all the packages
mentioned here to nongnu.git, as all the developers have been contacted
already.  As soon as the website is updated, I will ping them to let
them know that their packages have been added (in some cases after
almost half a year of waiting).  I have contacted the Elpher and Helm
developers to check if they are fine with their packages been added too.

If a conclusion is found on the records-question, I can collect and
contribute my communications, but as the general consensus seems to be
that this won't be necessary, I won't do anything for now.
