   Because the problem is not with what CONTRIBUTE says, the
   problem is that Stefan and others don't WANT to do what it
   says.  How will it help to make the requirements more complex
   and harder to follow if we are unable to ensure people follow
   the simpler ones we have now, and even veteran contributors
   and native English speakers such as Stefan oppose what we say
   there (which is really the same as what standards.texi says,
   just shorter)?

Enforcement is always an issue.

My point is that if policy is (clearly) written down, that makes
everything else (including enforcement) easier.  I pointed out a
shared value (i.e., including "subsystem" info in the summary)
in the objections voiced by Stefan that i hope we (collectively,
all of us) can agree on.  In this way, perhaps there is a way
forward to avoid future conflict.

Actually, characterizing those statements as objections is not
entirely correct, either... perhaps it's better to say they were
explanations of his confusion.  In which case, my proposal has
even more hope of success (fingers crossed), i think...

Anyway, back to lurking.  :-D
