Most things in life are opinions, but those are the opinions of the
GNU project, Emacs, and this list.

   You are saying that, by mentioning MELPA is the poll, GNU would promote 
   MELPA. Right?

Reading the GNU Coding Standards (see (standards) References) would be
a good start to understanding what the policies are; the short answer
is yes.
