Yes, this is https://bugs.launchpad.net/ubuntu/+source/duplicity/+bug/88617
However, there should be an updated/fixed version in feisty-updates.
Ian, are you using duplicity 0.4.2-10.1ubuntu1.1? Have you enabled the
feisty-updates repository in /etc/apt/sources.list?
