yes indeed!

The dropdown on the right click is the same whether you click on the hand pointer or not!

the links are in the tags, and the hand pointer is displaying correctly when hovering on objects such as note heads and a rehearsal mark

This is the dropdown you should get when you click anywhere in the
printview where there is no link. Are you sure you were on the "hand"
pointer? You can use Ctrl-Scroll-Wheel to zoom the Print View to a
large size to make it easier to click exactly on a note etc...
