As I understand it Public key cryptography is illegal in France, but 
digital signing isn't. (IANAL)

Possibly, but we should allow users to use it.

Highly unlikely, this could happen in two ways,

1) A massive growth in processor power, unlikely in the near future, 
even cutting edge optical computers are unlikely to be able to do it. 
Quantam computers might be able to but for the next 50 years no-
one with less then a multi-billion dollar budget is going to be able to 
do it.

2) A rapid way to factorize numbers developed, this is also 
unlikely, and if developed would be a major breakthrough in 
Mathematics. If it is developed we will no longer be able to have 
secure communications over the internet, no more e-commerce, no 
more accepting of digital signatures, the entire internet would be in 
crisis not just GNE.
