Even then, we should be careful: it is not an easy task to determine
whether someone who claims to be the author of an article actually is.

The only robust way to do it is something like GPG signing, which
is not legal everywhere (e.g. not here in France, afaik), and is
probably too technical for most authors to use. Besides, in the long
run, it might become easy to forge signatures.

So we should not allow new versions at all. If I remember well, the
preprint archive ArXiv works the same way. Updates do not supersede
previously submitted articles.

This may have the positive side-effect to encourage people to have
their articles reviewed by volunteer "editing assistants" whatever
we call them.
