This system of voting for for a Solution seems like the best option
here.  I imagine that each Task in a Solution would be either a Task for
which humans are responsible, or an automated Task.  For example, when
building a Solution, you might do something like the following.  I'll
write it in pseudo-code for simplicity, but this could & should be done
using a GUI, like the macro builder in photo-shop.

        solution->addTask(
                new HumanTask("Eat all the chips"))

        solution->addTask(
                new SystemTask_NewInitiative(LAUNCH_NEW_INITIATIVE,
                                                "source more chips"))

Yes, I'd say methods like the voting system above would be much more
preferrable (and consistant with our approach) than admins.
