个人觉得还是遵循原义翻成“项目”比较好，所以需要大家讨论一下。
比如RMS提出GNU宣言的时候，也是作为一个大项目然后里面又有很多子项目。
而且比较知名的名词“Project management"项目管理对于此种情况也比较贴切。
维基百科 Project 条目里面这句写的很好（虽然可能跟这个翻译有点无关吧）：
A project may be a temporary (rather than permanent) social system
(work system), possibly constituted by teams (within or across
organizations) to accomplish particular tasks under time constraints.
