Aha, I just found another statement in the manual:
The conditional commands comprise the following categories.
[...]
`Raw' formatter text for any output format, passed straight
through with (almost) no interpretation of @@-commands.
With that, I feel much more comfortable going with the new behavior,
i.e., all @-commands except the character escapes are literal.
TeX can remain anomalous.
