speechd-el reads whole line

Hello all,
running speechd-el on emacs 26.1, I can't get the
speechd-speak-whole-line option to work. When I move up or down a line
using the arrow keys, speechd always speaks the whole line, whether this
variable is t or nil.
On the other hand, the C-e l command speechd-speak-read-line works fine.
With no argument it reads the whole line, and with an argument it reads
from the cursor to the end of line.
Any idea what's going on?
