Chris,

I tried using the --check-destination-dir option but of course when I re-ran the backup it eventually complained about the permissions on the same file again.  I have submitted a bug report ( https://savannah.nongnu.org/bugs/index.php?19033) for this issue and unless there's another option I can use to work around this issue I guess I can't use rdiff-backup.

Yes, I think that is the problem. Without execute permissions on the
directory, rdiff-backup cannot descend into it. Please do file a bug
report.
