[Octave-bug-tracker] [bug #59850] Add missing function "uniquetol"

Follow-up Comment #29, bug #59850 (project octave):

Changed back the extra test at the beginning of the file and corrected the
assert with the results you show below. The potential unhelpful error will no
longer be called. Attached the new patch and m file in case there are issues
with the patch. Keen to get this error report closed. (Also interested in the
opinion of the person who decides which algorithm bvp4c (ODE boundary value
solver) should be implemented in Octave, patch #10023.)

If there are more differences they could be included as new tests.
