[Octave-bug-tracker] [bug #59850] Add missing function "uniquetol"

Follow-up Comment #27, bug #59850 (project octave):

I imported your patch, made a two-line modification so as many NaN as in the
original data is output. (NaN already a special case.) I also updated the
input validation so all tests pass. I don't have Matlab so relying on those
tests for how empty inputs should be treated. I have created a new patch (I
hope from the currently committed version) and attached it. I also attached
the m file in case there are problems with the patch.
