Follow-up Comment #6, bug #57673 (project octave):

Im thinking that orginally it didnt install the dll or .dll.a file so probally
used just the static lib.

So the fix is probally just not installing the dll.a files.

I'm doing a full rebuild at moment so it will take a while for that to finish
