Follow-up Comment #5, bug #57673 (project octave):
The error message indicates that it might be the library itself or a
dependency that is missing. So, IICU it does represent the problem.
In Octave 6, we will display the error message as suggested by the OS in this
case. Let's hope it will be clearer.
