Follow-up Comment #1:

Thank you for the report.  On MS Windows Octave 5.1.90 the installation runs
without errors.  Finally, I get:


>> mexSLOAD
error: could not find library or dependencies:
C:\Octave\OCTAVE~1.90\mingw64\lib\octave\packages\mexbiosig-1.9.5\x86_
64-w64-mingw32-api-v53\mexSLOAD.mex


No errors regarding libtinyxml.  Any MXE expert around who knows what bothers
this mex-file?

When has this been working recently?  Does it work for Linux?

As external package, I am not really keen to get this fixed for Octave 5.2.0,
unless there is only a really small fix necessary. 
Especially your Makefile is to complicated to spot the problem with ease.

Can you help investigating the problem or is it okay to wait one or two months
for Octave 6?
