[Nel] Build NEL on Win32

I downloaded the lastest "nel.zip", and try to build it.
I have followed the steps of Windows compilation in the file "/nel/INSTALL".
When I open the workspace file "nel.dsw" (in the menu [File -> Workspace]), it
is empty.
Have anyone know what the problem is? or How to build the "NEL" on the Windows.
