[Nel] Build NEL on Windows

I downloaded the lastest "nel.zip", and try to build it on Windows.
I followed the steps of compilation in the file "/nel/INSTALL".
At the step, "Open the workspace file "nel.dsw" (in the mune 
[File->Workspace]), I found that there is no project in the workspace file.
If i try to insert the projecrt files "3d.dsp" in the "nel/src", it will show 
the message as below:

/nel/src/3d.dsp

This makefile was not generated by Developer Studio.
Continuing will create a new Developer Studio projecrt to wrap this makefile. 
You will be promopted to save after the new project has been created.

What does that mean? or How to build "NEL" on windows?
