But i cannot find out the condition statement to checking for if a directory is 
removed then execute the command to recreate it. Could you please tell me more 
information?

However this is not a solution. Try to investigate and find out why your 
   /var/run/ dirs disappear. I'd start looking at the init script of 
proftpd.
