OK - further update.  I've confirmed it's an issue with our version of  
msgfmt:

msgfmt -o out/cs.mo  
/home/gub/gub/target/linux-64/src/lilypond-git.sv.gnu.org--lilypond.git-master/po/cs.po

Gives no error and proceeds happily.  Using the full path to the GUB  
version of msgfmt throws the error:

/home/gub/gub/target/tools/root/usr/bin/msgfmt -o out/cs.mo
