To anyone else who has the symptoms mentioned in my initial post - *I finally
found a fix for this*.  I had tried just about everything else I could think
of including different binaries, upgrading to newer/older versions,
installing in paths with no spaces, etc.  The answer for me has been to
right-click the octave executable (in my case 'octave-3.6.2.exe' in
'C:\Program Files\Octave-3.6.2\bin'), then select 'Properties' then click
the Compatibility Tab and check 'Disable desktop composition' - see picture. 
Now the help system response is immediate, viewing long vectors on the
screen starts immediately, a call to 'path' is immediate, etc. Much
happiness at last.
