This is irrelevant. dpkg-buildpackage calls ./configure with the
parameters you put in debian/rules. Of course if you call ./configure
yourself without dpkg-buildpackage you'll see something different.

I'm really out of ideas. Can you try installing the self-built
graphicsmagick compat deb and rebuild the Octave deb? I can't imagine
what else could be different.

You did not also install GraphicsMagick *without* going through dpkg,
did you? Your /usr/local directory should be empty.
