Try changing your rule like this:

 all :
        $(SHELL) ./copyfile.sh; \
          [ -f $(OBJ_DIR)/foo.o ] || echo $(OBJ_DIR)/foo.o not there
        cd $(OBJ_DIR) && mv foo.o newfoo

and see what happens.
