Good thing I'm a philosopher then!
I think it's a judgment call, but "integral part of an OS" is not the
test. It's really just going to be whether we think it's better to
distribute it as part of the main Hurd source; the primary
considerations are whether it's of sufficiently general importance and
whether that will make maintenance easier.
