A command-line version of CVS (Cygwin or native port from www.cvshome.org) will integrate best with Emacs.
Get the 1.2 (or later) WinCVS client, and you get not only the win32-native command-line client but also a nice stand-alone GUI edition that does nice things like let you see ONLY what files have been changed in your whole project hierarchy. Handy. Highly recommended.
