It may change as we approach a stable release. For example, we might
not deal with it this time, but in a really formal process, after
branching we might make tarfiles of 1.5.12, 1.5.13, etc. available for
testing as we work out the critical bugs so people who can't or don't
want to monkey with CVS can test things.
Then we release 1.6.0...
