I've never tested mom with hdtbl.

Mom's implementation of .TS requires you to supply the CENTER and
BOXED args to TS if your table is centered and boxed.  I imagine
that's why you're having trouble with tbl(1), mom, and the input you
sent.

Original:
> .TS H
> center box;

Correct:
  .TS H BOXED CENTER
  center box;
