You should be using -mhdtbl.  -m takes the name of a macro file to find
and load;  hdtbl.  http://manned.org/pdfmom.1 says it's happy to take
groff options and pass them along.

If it still doesn't work, paste us the output of your terminal showing
the commands and their output.

    cat input.tr
    pdfmom ... -mhdtbl ... input.tr

That way we're not trying to interpret your report;  you are just the
interface between us and your machine.  :-)
