The file COPYING in groff's top source directory contains a copy of
the GPL (GNU Public General License), the free software license for
all files of the groff package.

As there are several versions of the GPL, it would make sense to add
some sentences as a header to this file.  The following is just a
proposal for this.

COPYING

The groff program is a free software project.  All files of the groff
source package are licensed under the GNU Public General License
(GPL), the major GNU copyleft license.

This file contains a copy of the GPL license text that was downloaded
from the GNU web site.  All files of the groff source package are
licensed under this version of the GPL.  According to the GPL, you are
also free to choose any later version of the GPL.  Moreover an address
is named where you can get the most actual version by normal post.
Further information is found at http://www.gnu.org/copyleft.

The rest of this file contains the text of the GPL version 2.01, it
was downloaded from http://www.gnu.org/copyleft/gpl.txt at 1 dec 2003.

This would allow to use a shorter license text in many files of the
groff source package by referring to the COPYING file.  This could be
done in the source files that will not installed such as the README
files, the files written in C, etc.
