As you can see in GNUnet's webpage:

- -----------------------------------------------------------

Here is the current development plan:

    * fix bugs
    * add support for internationalization (GNU gettext)
    * port to OS X
    * port to Win32
[...]
- -----------------------------------------------------------

If you're really willing to port gnunetd to Win32 I suggest you ponder helping
the development of GNUnet's port instead of doing one yourself...

If you don't want nor wait, then please take a look at freeway
        http://www.ovmj.org/GNUnet/freeway/index.php3
which is "a protocol-compatible port of GNUnet to Java".
It is known to run on windoze under Cygwin, but I guess you will be able to run
it under plain Win32 if you find a version of jikes to Win32 or port the cygwin
version of it to plain Win32. (Somehow there's no reference to the need of
jikes on freeway's website, but README tells you about it).

BTW, Christian, could you check what's happening in
http://www.ovmj.org/GNUnet/freeway/vote.php3?xlang=Portuguese&text=Doug+Lea%5C%27s+%25s+is+used+for+concurrency+control.&translation=O+%25s+feito+por+Doug+Lea+%26eacute%3B+usado+para+o+controlo+de+concorr%26ecirc%3Bncia.
?
I'm not able to translate that particular sentence, and it seems that other
languages can't either...
