I proposed to put them only in the SBlocks (subspace blocks) since these
blocks have meta-data describing the content of the file, and the vote is
indicating that the description matches the file.
For example, I could put the 'Patriot Act' under the description "US
Constitution". Even if the file 'Patriot Act' is perfectly good and valid and
may even be a popular thing to download, it is not the US constitution. If I
vote, my vote is supposed to indicate that the description matches the
content and that I liked the content. Of course, I could decide that sarcasm
is a good thing and that I like to get the Patriot Act when searching for the
US constitution, so maybe I vote for that and in return get the Mircosoft
ELUA when searching for the GPL because other people shared my humor (and the
system put me in the same category of taste).
Either way, I think it is important that votes are for the combination of a
description and a file, and the SBlocks are the most natural place for this.
