[task #15713] Make quad structure to make unique hashes of 4 objects

Thanks for the review:-) I'll make all changes accordingly.

So, for now, the first thing is to create a kd-tree to store the positions of
stars and then for each star find the 3 nearest neighbours.

After that, we can sort these 4 objects (using functions from polygon.h) and
then make quads with them and store hashes.
