Details:

The Right ascension <https://en.wikipedia.org/wiki/Right_ascension> (RA) and
Declination <https://en.wikipedia.org/wiki/Declination> (Dec) of astronomical
objects is sometimes written as `hh:mm:ss' (for RA) and `dd:mm:ss' (for Dec).
But in some contexts we need a single standard number (in degrees for
example).

We should add a Column Arithmetic
<https://www.gnu.org/software/gnuastro/manual/html_node/Column-arithmetic.html>
operator to facilitate doing this.

But the necessary functions to convert these strings to degrees should be
written as a very generic library (taking a string, and returning a double).
This will allow us to later use it when reading table columns generally and
doing the conversion automatically.
