The only person clearly "in charge" here is RMS.  I think he is
expecting the committee members to organize themselves, based on a
general consensus.  Somebody --- any committee member, really, or
maybe more than one --- needs to drive that organization.  I'm trying
to step up for that, but of course my speaking up doesn't silence
anyone else.

First, the committee should agree on the rules they'll use for making
decisions.  Anything that is credible (i.e., leaves people with
confidence that the decision reflects the general agreement of the
committee), and clear (i.e., people don't disagree about whether a
decision has been reached, or what that decision was) will do for a
start.

Then, people can bring issues before the committee for consideration.
Elena can offer her ombudsman proposal.  We can offer our proposal for
changing gdb/MAINTAINERS.

I've proposed a decision-making rule, and I hope the other committee
members will say they like it, or suggest changes, or propose
something entirely different.  But the ball is in their court now.

If we can have a general consensus on that within the next week or so,
then we will be ready to make credible decisions on the other issues
within two weeks or so.
