Here I quote Apurva Joshi of Microsoft typography
"In order to display the vowelA and Zo_phala (also
known as ja_phala and ya_phala) shown above, we have
implemented the use of ZWJ in Uniscribe....However,
this implementation was prior to the rule recommended
by Unicode. 
"I had not been comfortable in agreeing with the use
of Halant to create this combination, and had instead
suggested that VowelA_ZoPhala and VowelE_ZoPhala be
encoded in the Bengali sub range of Unicode -- because
these are distinct characters-- used for specific
sounds...
"We do base our implementation on Unicode guidelines. 
Please understand that in the absence of a Unicode
recommendation, we had in place a solution; that
solution made use of format characters [ZWJ] instead
of the Halant. We believe using ZWJ was less of a
departure from the norm when dealing with a situation
where the Halant is to be used with a vowel. However,
since Unicode has decided to go another way, it will
take some time for us to find out the best way we will
display this combination. Uniscribe is a system
component used across the OS, it takes a while to get
any change in *and* get it tested across the system."
There is a discussion going on  this feature(?) in
MicrosoftVOLTuserscommunity at present. Another
question is how tho write Ra-Yaphala using uniscribe?
Writing ra-hasanta-ya will always lead to formation of
Ya-reph. You have to write Ra-zwj-Ya instead.

I tested code2000 in Windows Xp even with the
pre-release version of uniscribe (available to VOLT
users) 
and the problem persists.
