Did you specify as admin some already existing user? If so, please
try to create a new FLE instance but give for admin some username
that is not in use yet.

It is probably a good idea that you first try to follow
strictly the instructions given at:

http://fle3.uiah.fi/quick_installation_steps/install1.html
