What functionality do you need?

provides a minor mode which does mode line handling with faces,
face priorities, ignored buffers, and a few other things.
The API used by LUI/Circe is trivial:
(tracking-add-buffer BUFFER [FACES])
Anything you are missing? (On my todo list especially for Circe 2
are track priorities ala rcirc)
