We are not (and hopefully never) going to remove the no-toolkit build.

While I said that support for Motif was added because people cared for
it, I didn't say that we would remove features like the no-toolkit
build, which I think very little people really care for.

OTOH, both Motif and lwlib/Athena are relatively lightweight (compared
to GTK+) and will probably serve you just as well as the no-toolkit
build for your purposes.
