Sounds good.

The two "external" items (reCAPTCHA and LibreJS) might be hard
requirements from RMS, though.

Well, they are problematic because reCAPTCHA is nonfree, and the mandatory javascript programs have no license information that comes with them (hence not librejs-compliant).

As others have mentioned there is an ongoing effort in evaluating forges mainly based on free software values:
