That's not how this works: the only reason for repositories like
"ELPA-Contrib" or "MELPA-Libre" to exist would be that contrary to MELPA
they'd be included in `package-archives` by default.
If these are free software repositories, is there any reason for us
not to include them?  A have a feeling that I'm missing something, but
I don't know why.

MELPA is already a free software repository (it has to be anyway, since packages "link" to Emacs). But some packages these integrate with non-free external programs, or otherwise recommend them.

Is that an issue for us?
