Really?  Then perhaps we are talking about different things.

Here's what I did:

   emacs -q --no-site-file
   C-h f lazy-lock-mode RET
   C-M-v

(I've chosen lazy-lock-mode because its doc string is very long, longer 
than my frame can hold in one screenful.)  The last C-M-v scrolls the 
*Help* buffer, even though it's displayed in another window.

Which part of this is different for you, or seems to not be working?
