I don't see much use in tabs anyway.  they take up valuable screen real
estate and they do not contribute anything which is not already
available in the `mouse-buffer-menu'.  nevertheless, if they will be in
Emacs, we might as well get them right.

My point is: there are two aspects here:
 - "semantic": buffer grouping (by major-mode or project) and
 - "UI": buffer selection (by mouse-buffer-menu or tabs).

they should be kept separate, i.e., any "semantic" approach should be
usable by each "UI" paradigm.
