For starters you couldn't use the header line AND tabs at the same time.
The other reason is that the TAB should control the buffers, not
the buffers controlling the tab.
You and I are thinking about different tab features.
Per Abrhamson suggested using tabs to select among different kinds
of customization.
I am not convinced tabs for selecting buffers is a useful idea.
