This was detection code added in 0.6.16 to try to prevent the hideous
bug https://bugs.launchpad.net/deja-dup/+bug/498933.

The problem in that bug is that (for some unknown reason), duplicity
uploads were silently failing, causing gaps in the backup.  This would
bite users much later when they tried to restore.

But we can't duplicate it.  So we added code to detect the situation
and at least stop creating backups guaranteed to fail.

You can't reliably reproduce the problem either?  Bummer.
