Perhaps you should disable all other modules that you don't need. Here 
is what my "Decision module (policy) options  --->" screen looks like:

[ ] RSBAC support for System Resources (RES) policy

With RSBAC it is also important that /usr/src/linux is a link to the 
kernel source:

$ ls -ld /usr/src/linux
lrwxr-xr-x    /usr/src/linux -> linux-2.6.8.1-rsbac-v1.2.3-bf3
