I checked this in.  Thanks!  I changed BYTECODE_VESION to match VERSION.
(The reason JEMACS_VERSION was different, because I felt it
wasn't appropriate to give JEmacs a 1.x version number for something
so incomplete.  That is not an issue for gnu.bytecode.)
