You are probably right. I have GeForce FX5200, with some recent drivers.
I've dug out my original test program, try running bg_board in the msdebug
directory.
After removing the DLLs (as the opengl32.dll reported some missing export
in gdi32.dll), it works fine, no problem at all. After which I tried gnubg
and the error did not appear.
So, forget about the problem, please, there is probably just some DLL rust
on my system, and as noone other is reporting this error, it is definitely
not worth any effort to track it down.

P.S. Have you succeeded in building gnubg with 3d board in MSVC++? What
libraries did you use and where to get them? (I am especially interested in
that OGL-enabled GTK widget, which I wasn't able to find in a version for
MSVC.)
