Ah, scratch that. I should have said, I can resize dialog windows, but I can no longer resize any window dirived from floatingwindow.  I'm on Ubuntu 12.04. In the lower right corner of each window I have a tiny horizontal scrollbar.  Here's a screenshot:

 Hovering over it doesn't change the cursor, and on_statusbar_enter_notify_event never gets called, no matter where i move the cursor. 
This is after doing:
git checkout -f
git pull

Taking a wild guess, perhaps gtk+ 3.0 is required
